Who are the DCAA?

The DCAA (Defense Contract Audit Agency) is a U.S. government organization responsible for auditing and evaluating defense contracts to ensure compliance, financial accountability, and cost efficiency.

The DCAA is a federal agency founded in 1965 under the Department of Defense and operating under the authority and control of the Under Secretary of Defense (Comptroller)/Chief Financial Officer.

DCAA stands for Defense Contract Audit Agency.  The DCAA Director is a Civilian selected by the Secretary of Defense.

DCAA has a Headquarters, Field Detachment, and five regions: Central, Eastern, Mid-Atlantic, Northeastern, and Western. Each region has resident and branch offices. There are resident offices at large defense contractor offices and branches in major cities.

The DCAA is made up of Auditors who audit contracts for the Department of Defense, and Financial Liaison Advisors who provide accounting and financial advisory services to DoD (and civilian agencies when requested) acquisition and contract administration components during all contract phases.

The role of the DCAA is to audit contracts for the Defense Department as well and other federal agencies to ensure that military personnel are receiving the supplies and services they need at fair prices.

DCAA general audit interests are identifying and evaluating activities that contribute to, or have an impact on, proposed or incurred costs of Government contracts; they evaluate contractors' financial policies, procedures, and internal controls; and they perform operations audits that identify opportunities for contractors to reduce or avoid costs.

The DCAA Contract Audit Manual (DCAAM 7640.1), referred to as the "CAM,” gives an overview of their auditing policies and procedures and can be found here.

The DCAA DODAAC (DoD Activity Address Code) office code should be included in your contract. If the DCAA DODAAC office code in your contract was left blank, you can use this DCAA Locator Tool to find it.

Use the contact information to confirm with the audit office that the code is correct. If the contract is classified, please call (703) 227-9056 or (703) 227-9045 for assistance with that type of contract.

Additional DCAA contact numbers are as follows:

Headquarters: (703) 767-3274

Central Region (Irving, TX) (972) 753-2513

Eastern Region (Smyrna, GA) (770) 319-4400

As a government contractor, it is important to partner with an accounting firm that understands the DCAA inside and out.

While working with the DCAA, Peter Witts CPA PC was involved in a wide variety of audit related activities for large aerospace contractors as well as small business contractors in the Northeastern region of the DCAA.

Mr. Witts has designed and implemented government contract accounting systems, prepared incurred cost submissions, developed forward pricing rates, conducted NIH A-133 Program Audits and supported several DCAA audits for clients. Peter brings over 20 years of government contract accounting experience to every client he serves.
